Carlos S. Velez II is remembered for building relationships among martial artists and organizations, especially through Kyokushin Karate, journalism, and service to tournament organization.

Training Path
Carlos Velez began martial arts study in 1966 under Sensei Jose A. Martinez, the first Kyokushinkai black belt trained in Puerto Rico by Sensei Roberto Rios.
In 1967, he continued his training with Sensei Roberto Rios and Mas Oyama's Kyokushinkai Kan International Karate Organization.
He also lived in Texas, where he served as a representative for Mas Oyama and as an instructor at the West Texas State University Kyokushin Karate Association.
Journalism and Voice
Carlos began writing for the Puerto Rico periodical "K-Arte Marcial Karate" in 1975. He interviewed martial artists, covered events and demonstrations, and helped give the Puerto Rican martial arts community a stronger public voice.
His work as a journalist became part of his broader service: connecting organizations, building relationships, and helping martial artists find one another.
Tournament Organization
In 1982, martial artists in Puerto Rico raised concerns about inconsistent tournament regulations and poor officiating. Carlos evaluated the Amateur Athletic Union rulebook and helped bring the AAU Karate Program to Puerto Rico.
He was appointed chairman for the AAU Karate Program in Puerto Rico.
Ambassador Role
Carlos helped build bridges between martial artists and organizations. He served as a liaison and advisor for martial arts groups and karate schools, particularly in Kyokushin.
His work led to recognition from the Okinawan Karate Federation, which appointed him a Goodwill Ambassador in the martial arts.
